New Manchester and London service proposal

London Northwestern Railway plans to run new services to Manchester using class 730 electric multiple units image by West Midlands Trains

A new Manchester city and airport service to London has been proposed. The franchised operator London Northwestern Railway has set out plans to extend its existing services between Euston in London. Trains would run further north to additionally serve Manchester Airport, and the city centre terminus at Victoria.

So the proposed WMR London to Manchester Victoria via Warrington service could be extended to Rochdale?

i thought that lack of capacity on the West Coast Main Line was the reason that only one train per hour could run from Liverpool to London. How can an additional train service be accommodated to run up to Warrington before heading to Manchester?
